Cisco Talos runs SpamCop on direct user reports. Anyone with a SpamCop account can file a spam report against an IP. Listings have a short TTL and age out on their own.
What a Listing Means
SpamCop users have recently reported spam from this IP. The listing fades as the reports age out.

When listed, the DNSBL returns one of these 127.x.x.x addresses. The specific code indicates the reason for the listing.

⏳ How Listings Clear
There is no manual delist. SpamCop publishes no removal form or request. Entries expire on their own, normally within 24 to 48 hours, once the underlying reports age past the cut-off. Stop the spam and wait.
